New Jersey Health Care Service Firm Complete Startup Package

This package is designed for a New Jersey Health Care Service Firm, commonly referred to as an HCSF, that will employ or arrange personnel to provide non-medical personal care or companion services in a client's residence.

It is not a Medicare-certified Home Health Agency package and does not authorize a firm or its workers to provide services beyond the scope of their applicable New Jersey licenses, certifications, registrations, training, and client service plans.

A Health Care Service Firm is an agency that places or arranges for personnel to provide health care, personal care, or companion services.

HCSFs may employ Certified Homemaker-Home Health Aides, commonly called CHHAs, to perform services permitted by New Jersey law. CHHAs are separately regulated by the New Jersey Board of Nursing.

New Jersey Health Care Service Firms are registered and regulated by the New Jersey Division of Consumer Affairs through its Regulated Business Section.

A home-based or out-of-state business location may be possible when corporate-registration, local zoning, business-licensing, lease or homeowners-association, privacy, record-security, staffing, and regulatory-access requirements are satisfied.

Services depend on the qualifications and legal scope of the personnel assigned by the firm.

Companion services may include non-medical supervision, socialization, and household chores. Personal care services may include assistance with activities of daily living such as:

• Bathing and personal hygiene.
• Dressing and grooming.
• Toileting and incontinence care.
• Transferring and ambulation.
• Feeding and meal assistance.
• Other authorized support included in the client's plan of care and within the worker's permitted scope.

Services requiring a licensed or certified professional must be performed by a person who holds the applicable current New Jersey credential.

Yes. An HCSF providing personal care services must designate a qualified health care practitioner supervisor who is responsible for required care planning, worker competency, supervision, and client evaluations.
