California Home Care Agency Complete Startup Package

Exact requirements depend on the applicant's ownership, personnel, services, location, and application details. California requirements generally include items such as:

• HCS 200, HCS 215, HCS 308, HCS 309, HCS 402, and HCS 9165 forms, as applicable.
• Business-formation documents, ownership and organizational information, and required background-clearance materials.
• Job descriptions, personnel policies, a training plan, and a program description.
• General and professional liability coverage of at least $1 million per occurrence and $3 million aggregate.

A California HCO may arrange nonmedical services that help a client remain safely at home. These may include:

• Assistance with bathing, dressing, toileting, transferring, bowel or bladder care, and eating or feeding.
• Meal preparation, light housekeeping, shopping, laundry, and other authorized instrumental activities of daily living.
• Medication reminders and assistance within the lawful nonmedical scope.
• Observing and reporting changes in the client's condition, behavior, or appearance.
• Documenting the services delivered in the client's record.

Affiliated Home Care Aides must be registered with CDSS, background-cleared, trained, and supervised by the HCO. Skilled nursing services are outside this package and require the separate CDPH Home Health Agency pathway.
